Rules of Practice in Civil Penalty Proceedings

The NTSB is adopting final rules to implement the FAA Civil Penalty Administrative Assessment Act of 1992, signed into law on August 26, 1992. This law transferred adjudication of appeals of civil penalties assessed by the Federal Aviation Administrator against pilots, flight engineers, mechanics, and repairmen from the FAA to the NTSB. The Board is adopting, with only minor changes, rules it has already adopted as an interim measure (58 FR 11379 (February 25, 1993)).
