Absence and Leave; Voluntary Leave Transfer and Voluntary Leave Bank Programs

The Office of Personnel Management is issuing final rules to enable agencies to administer permanent voluntary leave transfer and leave bank programs and to make certain other changes required by the Federal Employees Leave Sharing Amendments Act of 1993.
