Expert and Consultant Appointments

The Office of Personnel Management (OPM) is proposing a rule to comply with a statutory change requiring OPM to regulate expert and consultant appointments. The Technical and Miscellaneous Civil Service Amendments Act of 1992 requires OPM to prescribe regulations for the employment and pay of persons appointed under the expert and consultant authority and to ensure agency compliance. In making the statutory change, Congress adopted a General Accounting Office recommendation for achieving better agency compliance with the legal requirements of this special appointment authority.
