Stage 2 Airplane Operations

This document proposes revisions to the airplane operating rules to provide reporting requirements for operators of Stage 2 airplanes in Hawaii. These revisions would require any U.S. operator or foreign air carrier that operates Stage 2 airplanes in Hawaii to include certain information in its annual progress reports to the Federal Aviation Administration (FAA). This action also proposes a change to clarify that certain operations of aircraft (otherwise restricted from operation in the contiguous United States) are allowed, and proposes a change to correct an oversight made when the regulations were adopted. These revisions are intended to implement the amendments to the Airport Noise and Capacity Act of 1990 and clarify existing regulations and FAA policy.
