Federal Acquisition Regulation to Address Employee Stock Ownership Plans

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council propose changes to the Federal Acquisition Regulation to ensure uniform treatment of employee stock ownership plans, including making interest costs of leveraged ESOPs unallowable, in response to a request from the Office of Management and Budget.
