FERC Proposes Rule to Promote Wholesale Competition in Electric Transmission

The Federal Energy Regulatory Commission is proposing new rules to require public utilities to offer non-discriminatory open access transmission services, allowing them to recover stranded costs and encourage lower electricity rates by transitioning to competitive bulk power markets.
