This document requests comments on a petition for rule making filed on behalf of William S. Konopnicki, licensee of Station KWCX-FM, Channel 252A, Willcox, Arizona, seeking the substitution of Channel 285C3 for Channel 252A and modification of his license accordingly to specify operation on the higher powered channel. Coordinates for this proposal are 32-14-48 and 109-39-52. Willcox is located within 320 kilometers (199 miles) of the United States-Mexico border, and therefore, the Commission must obtain concurrence of the Mexican government to this proposal. Additionally, petitioner's modification proposal is consistent with the provisions of Section 1.420(g)(2) of the Commission's Rules as he demonstrated that an additional equivalent channel can be allotted to Willcox in the event other parties express an interest in the proposal. Therefore, we will not accept competing expressions of interest in the use of Channel 285C3 at Willcox.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
