Auction Notice and Filing Requirements for 493 BTA Authorizations for Multipoint Distribution Service in the 2 GHz Band, Scheduled for November 13, 1995

This Public Notice, released September 5, 1995, announced the auction and filing requirements for the 493 BTA authorizations for the Multipoint and/or Multichannel Distribution Service (MDS) in the 2 GHz Band, scheduled to begin November 13, 1995. The Public Notice included, as an Appendix, an upfront payment schedule. On September 12, 1995, the FCC's Wireless Telecommunications Bureau issued another Public Notice with a revised upfront payment schedule, which differed slightly from September 5, 1995 Appendix and supersedes the schedule previously published. Both the September 5, 1995 and the September 12, 1995 Public Notices should be read together. These Public Notices are directed toward the Commission's goal of efficiently distributing the unused MDS spectrum through competitive bidding, and are designed to assist prospective bidders in preparing for the upcoming MDS auction.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
