Price Cap Performance Review for Local Exchange Carriers

On March 30, 1995, the Federal Communications Commission adopted a First Report and Order in this docket, revising its price cap regulations applicable to local exchange carriers (LECs). In that Order, the Commission also stated that it would consider adopting further rule revisions in the near future. In this Further Notice, the Commission seeks comment on revising its rules governing calculation of the ``X-Factor'' in the price cap index (PCI) formula, and revising the rules governing sharing obligations. The Commission also seeks comment on revising the rules governing the price cap common line formula, and the rules governing treatment of exogenous costs. In a previous further notice of proposed rulemaking, the Commission sought comment on how the price cap rules should be adjusted as the competition faced by local exchange carriers (LECs) develops in the future. The intended effect of this action is to revise the price cap rules to strengthen the existing incentives for LECs to become efficient and innovative.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
