Approval and Promulgation of Implementation Plan; Carbon Monoxide; Oxygenated Gasoline Program; Minnesota

The USEPA proposes to approve a State Implementation Plan revision submitted by the State of Minnesota, implementing an oxygenated gasoline program in the Minneapolis-St. Paul and Duluth-Superior Metropolitan Statistical Areas to address past carbon monoxide standard violations.
