Approval and Promulgation of Implementation Plans; Minnesota

The USEPA is proposing to disapprove a revision to Minnesota's State Implementation Plan for sulfur dioxide in the Dakota County/Pine Bend area, but will proceed with final approval if the Minnesota Pollution Control Agency addresses concerns and submits Administrative Orders within 30 days.
