U.S. Proposes Rule to Clarify Visa Waiver Process for Nonimmigrant Aliens

The U.S. Immigration and Nationality Act regulations are being amended to clarify that carriers are liable for fines if they transport nonimmigrants without proper documentation, even if a waiver is granted by a district director.
