Royalty-in-Kind (RIK) Program

The US Secretary of the Interior has determined that sufficient crude oil supplies are not available at equitable prices for small refiners in the Gulf of Mexico and Pacific offshore regions. As a result, the Secretary will take royalty oil in kind from Federal leases and offer it for sale to eligible refiners.
