Tobacco Marketing Quotas, Acreage Allotments, and Production Adjustment
The Omnibus Budget Reconciliation Act of 1993 amended the Agricultural Adjustment Act of 1938, requiring domestic cigarette manufacturers to certify the percentage of US-produced tobacco used in their products. Manufacturers failing to meet the 75% threshold must purchase tobacco from US cooperatives to offset imported tobacco usage.
