EPA General Preamble for Exemption From Nitrogen Oxides Provisions

The US Environmental Protection Agency (EPA) has issued a General Preamble clarifying how nonclassifiable ozone nonattainment areas may be exempted from nitrogen oxides (NO x) requirements under the conformity rules.
