The U.S. Department of Immigration is issuing immigrant visas under the Transitional Diversity Program, which was established by the Immigration and Nationality Technical Corrections Act of 1994, allowing for the issuance of unused visas from Fiscal Years 1993-1995 during Fiscal Year 1995.
