SBA Proposes Revision to Ostensible Subcontractor Rule for Small Businesses

The Small Business Administration (SBA) is proposing a revision to its 'ostensible subcontractor' rule to allow small businesses to partner with public utilities for the use of distribution facilities without being considered affiliated with the utility, in response to changes in deregulated industries.
