Federal Mail Management

This regulation establishes Federal mail management policy within the Federal Property Management Regulations. The regulation is necessary to improve the management of Federal incoming, internal, and outgoing mail, and to reduce mail costs through a comprehensive mail management program. This mail management program requires that agencies keep mail processing steps to a minimum; apply sound workflow principles; use automation and modern equipment, supplies, and training to the maximum extent cost-effective; and streamline operations to increase efficiency. Each Federal agency is expected to establish an appropriate program for the management of mail at each agency facility as well as on an agencywide basis.
