Federal Acquisition Regulation to Clarify Debarment and Suspension Rules

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule to amend the Federal Acquisition Regulation, clarifying the extent to which an individual can place orders against a contractor with a debarment, suspension, or proposed debarment, and allowing optional users to place delivery orders without a compelling reason determination.
