Implementation of Section 309(j) of the Communications Act Competitive Bidding

The Federal Communications Commission seeks comments on whether businesses owned by minorities and/or women should be allowed to hold partitioned licenses in the broadband personal communications services (broadband PCS) in geographically partitioned areas.
