Fuels and Fuel Additives; Waiver Decision/Circuit Court Remand

On July 12, 1991, the Ethyl Corporation requested a waiver to sell its gasoline additive, MMT, for use in unleaded gasoline. The waiver was later remanded to the EPA for further action after new emissions data was submitted by Ethyl.
