Minnesota Pollution Control Agency Submits Revised State Implementation Plan for Sulfur Dioxide Emissions
The Minnesota Pollution Control Agency (MPCA) has submitted proposed revisions to its State Implementation Plan (SIP) for sulfur dioxide (SO2) emissions, aiming to demonstrate attainment and maintenance of the National Ambient Air Quality Standards (NAAQS) for SO2 as required by the Clean Air Act. The US Environmental Protection Agency (USEPA) has proposed to disapprove the submittal due to concerns over enforceability and attainment demonstration, but may proceed with a direct final approval if concerns are adequately addressed within the 30-day comment period.
