Approval and Promulgation of Implementation Plans; Ohio
On August 20, 1993, in response to requirements in part D of title I of the Clean Air Act, the Ohio Environmental Protection Agency (OEPA) submitted materials to USEPA pertaining to new source review (NSR) in nonattainment areas. This submittal included no revisions to any Ohio regulations. Instead, the submittal relied on existing pre- 1990 NSR rules, described how Ohio intended to implement various applicable part D requirements, and presented a rationale that no revisions to State regulations would be necessary to satisfy these requirements. USEPA disagrees with this rationale and disapproves the State's submittal for failure to satisfy applicable requirements, as proposed on March 4, 1994.
