Clean Air Act Final Interim Approval of Operating Permits Programs in Washington

EPA is promulgating interim approval of the operating permits program submitted by the State of Washington for the purpose of complying with Federal requirements for an approvable State program to issue operating permits to all major stationary sources and to certain other sources. The Washington program includes submittals by the Washington Department of Ecology (Ecology), the Washington Energy Facility Site Evaluation Council (EFSEC), and seven local air authorities: the Benton-Franklin Counties Clean Air Authority (BFCCAA), the Northwest Air Pollution Authority (NWAPA), the Olympic Air Pollution Control Authority (OAPCA), the Puget Sound Air Pollution Control Agency (PSAPCA), the Spokane County Air Pollution Control Authority (SCAPCA), the Southwest Air Pollution Control Authority (SWAPCA), and the Yakima County Clean Air Authority (YCCAA).
