The final rule implements provisions of the Omnibus Budget Reconciliation Act of 1993, requiring mining claim and site owners to pay a $25 location fee and a $100 annual maintenance fee. The fee requirements remain in effect through 1998 and apply to the assessment years 1994-95 through 1998-99.
