Illinois Regulatory Program

OSM is announcing the withdrawal of a proposed amendment to the Illinois regulatory program (hereinafter the ``Illinois program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The proposed amendment consisted of revisions to 23 parts of Title 62 of the Illinois Administrative Code (IAC) pertaining to permit fees, definitions, financial interests, coal exploration, permitting, environmental resources, reclamation plans, special categories of mining, small operator assistance, bonding, performance standards, inspection, enforcement, civil penalties, administrative and judicial review, and certification of blasters. Illinois is withdrawing this amendment because it needs more time to complete additional revisions prior to formal review by OSM.
