Environmental Impact Statement: Clatsop County, Oregon

The FHWA is issuing this notice to advise the public that an environmental impact statement will be prepared for a proposed highway project in Clatsop County, Oregon. The Oregon Department of Transportation (ODOT) prepared and published a Draft Environmental Impact Statement (DEIS) in September 1993 and held a Public Hearing in October 1993. Originally, this project was planned for Access Oregon Highway funding. Because of an unanticipated shortage of State funds, ODOT is now requesting federal-aid participation in the proposed project. As a result, FHWA is reviewing the DEIS, public hearing testimony and comments received on the DEIS to determine if all federal requirements have been met to allow us to approve the DEIS for circulation in accordance with requirements in 23 CFR 771.

Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments

This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPS) and associated Takeoff Minimums and Obstacle Departure procedures (ODPs) for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

Modification of Class D and Class E Airspace Areas; Roberts Field/Redmond Municipal Airport, Redmond, OR

This action proposes to modify the Class D and Class E airspace area designated as a surface area, modify the Class E airspace area designated as an extension to a Class D or Class E surface area, and modify the Class E airspace area extending upward from 700 feet above the surface at Roberts Field/Redmond Municipal Airport, Redmond, OR. This action would support the safety and management of instrument flight rules (IFR) operations at the airport.

Airworthiness Directives; Pilatus Aircraft Ltd. Airplanes

The FAA is adopting a new airworthiness directive (AD) for certain Pilatus Aircraft Ltd. (Pilatus) Model PC-24 airplanes. This AD was prompted by a report that a solid-state relay (SSR) used in the left-hand (LH) windshield heating system may allow reverse current flow when in the OFF position. This AD requires modification of the airplane and replacement of the affected SSR with a serviceable part. The FAA is issuing this AD to address the unsafe condition on these products.
