Customs Proposes Change in Classification of Water-Resistant Garments with Non-Water-Resistant Hoods

The U.S. Customs Service is proposing a change in the classification of imported water-resistant jackets with non-water-resistant hoods, which could lead to higher duties on these items. The proposed change would be based on the opinion that the permanently attached hood is an integral part of the garment, and would result in the revocation of inconsistent rulings.
