NMFS Issues Final Rule to Implement Framework Adjustment 2 for Atlantic Sea Scallop Fishery

The National Marine Fisheries Service (NMFS) has issued a final rule to implement Framework Adjustment 2 to the Atlantic Sea Scallop Fishery Management Plan, which grants an exemption from federal gear regulations for vessels fishing in state waters under a state scallop management program.
