CFTC and SEC Propose New Rules for Debt Securities Indexes and Security Futures

The Commodity Futures Trading Commission and the Securities and Exchange Commission are proposing new rules to exclude debt securities indexes from the definition of narrow-based security indexes, which would affect the jurisdiction of the CFTC and the listing standards for security futures based on debt securities.
