The Bureau of Industry and Security (BIS) has published a proposed rule outlining how certain energetic materials and related articles will be controlled under the Commerce Control List (CCL) in new Export Control Classification Numbers (ECCNs), effective if implemented. The proposed rule aims to update the control of items such as aluminum powder, hydrazine, and explosives-related equipment, software, and commercial charges.
