EPA Proposes Finding of Substantial Inadequacy for 13 States' PSD Programs Regarding GHG Emissions
The Environmental Protection Agency (EPA) is proposing to find that 13 states with approved State Implementation Plan (SIP) New Source Review Prevention of Significant Deterioration (PSD) programs are substantially inadequate to meet Clean Air Act (CAA) requirements, particularly with regards to greenhouse gas (GHG) emissions. The EPA seeks to expedite the revision of these states' SIPs to address the inadequacies, with a proposed deadline of January 2, 2011, for certain GHG-emitting sources to obtain PSD permits.
