EPA Proposes Federal Implementation Plan to Address States' Inability to Issue Permits for Greenhouse Gas Emissions

The Environmental Protection Agency (EPA) is proposing a Federal implementation plan to address states that are unable to submit corrective plans to ensure they have authority to issue permits under the Clean Air Act's PSD program for sources of greenhouse gas emissions, a requirement that is set to take effect on January 1, 2024.
