EPA Withdraws Approval of Texas Emissions Banking and Trading Program

The US Environmental Protection Agency (EPA) has withdrawn its approval of a cap and trade program in Texas aimed at reducing nitrogen oxide and sulfur dioxide emissions from power plants, following receipt of adverse comments on the direct final rule published in November 2010.
