EPA Establishes Federal Implementation Plan for Prevention of Significant Deterioration Program

The Environmental Protection Agency (EPA) is creating a federal implementation plan to ensure that states without a corrective plan in place can obtain permits from the EPA to construct or expand sources of greenhouse gas emissions, starting January 2, 2011.
