Coast Guard Updates Vessel Traffic Service Regulations for Port Arthur, Texas, and Puget Sound

The Coast Guard is revising Vessel Traffic Service (VTS) regulations to make participation mandatory in Port Arthur, Texas, and expand it to Lake Charles, Louisiana, while consolidating and expanding a VTS Special Area in Puget Sound, Washington, and updating definitions and references for Sailing Plan requirements.
