U.S. Customs and Border Protection has concluded that hard disk drives and self-encrypting drives from non-TAA countries undergo substantial transformation in the U.S. when programmed with U.S.-origin firmware, making the U.S. the country of origin for these devices for U.S. government procurement purposes.
