U.S. Department of State Announces Availability of Draft Environmental Impact Report for Otay Mesa Conveyance and Disinfection System Project

The U.S. Department of State has made available for public review and comment a draft environmental impact report for the Otay Mesa Conveyance and Disinfection System Project, a proposed transboundary pipeline that would bring desalinated seawater from Mexico to San Diego County, California, with the goal of issuing a Presidential Permit to the Otay Water District.
